It's no secret that our community relies on City services – from police and parks and recreation, to the library, public works, and community development; but growing budget constraints have limited our ability to provide these services at the level and quality our residents desire and deserve.

The creation of the new McMinnville Fire District will allow City funds that were formerly used for fire and emergency services to be reallocated to the General Fund. That’s why we’re seeking to identify resident’s top priorities and looking for ways the City may focus on improvements.

Here’s Where You Come In! Over the summer months, we will engage community members asking for your help to prioritize how to invest in City programs and services; rebuild financial capacity; and address years of deferred maintenance, lost revenue from the pandemic, inflation, service cuts, and layoffs. We'll be out in the community - working with you to help us prioritize our investments!

The City will be using multiple tools to effectively engage residents during this phase, including:

● An online, interactive budgeting tool called Balancing Act

● Distributing information at in-person events throughout the Summer months

● Digital information sharing and engagement opportunities

● Focus groups

● Hosting an Ideas Fair

This is a unique opportunity for McMinnville community members to dig in, get a sense of what it takes to manage a municipal budget, educate themselves on the intricacies of prioritizing investments, and to help the City plan for the future of McMinnville.

Joan Buccino3 years ago You left out the promised questions related to the time frame over which this $1.50 should be added back. All at once? Sequenced over three years? Over five years? You are at risk of breaking a trust with McMinnville voters. This will cost you far more in the long run than sequencing the $1.50 back in over a period of time that is financially manageable for the citizens who trusted you with their yes vote on the new fire district.

CLAUDIA REED3 years ago No one voted for ballot measure 36-226 to fatten up the city's general fund. We all voted to improve fire service. If the result of our vote is that the city no longer has to allocate some five million dollars of our tax money for emergency services, return that money to the voters. What right do you have to spend the money I badly need for medical bills on other projects? If voters had understood that the funds made available through 36-226 could be used for projects other than emergency services, we would all have voted no. That said, why isn't the "return-our-money" option part of your Dollars and Sense survey? Are you afraid to find out what the voters really want?

Gary Freuler3 years ago How can you justify keeping the old fire district money? Keeping that money is pure and simple theft from the taxpayers of McMinnville. When the new fire district measure passed, the TAX from the old fire district should be null and void and not assessed. This city government is becoming like the federal government. If we have more money we can find a way to spend it. What if the cities citizens were allowed to keep more and spend in town at businesses? We had a new fee added to our water and light bill, builders have had at least two fees added to building houses, permit fees keep rising (want to talk about affordable housing?), and other fees have been implemented and discussed. How can you transfer money from a tax that no longer exists?

Emma Holmes3 years ago Is there a possibility that we can use the excess budget to build a drug treatment/rehab center? Is there a possibility that we could build this as an attachment to the Willamette Valley Medical Center? Oregon currently ranks 50th among US states in treatment services for addiction(KGW). As a result, behind our homes, in our parks, on our streets there are many homeless individuals who are addicted to fentanyl and other dangerous drugs. For better or worse these individuals represent a portion of our McMinnville community, and their drug addiction poses not only a risk to others who live in our community, but to themselves. Treating these individuals and providing them with housing resources will not only improve their lives, but hopefully will take strain off our officers, lead to a safer community, and improve our parks.

Loretta Johnson3 years ago As a citizen I feel so very frustrated that traffic on our street, South Davis, and many others continue to get worse. Speed is ridiculous, racing, reckless driving. We have asked for help and was told nothing can be done. How can that be? I pay taxes to help make this city livable and it’s not. I was told our street is a high traffic street and with the addition of building in this end of town, it will only get worse. I was told mo to a stop sign that would break up the straight stretch that is so appealing for speeders. I was told no to speed bumps though other areas in McMinnville have them. I have asked for increased police presence and have seen none. What should I do as a citizen to get resolution? I genuinely want to know.
